The timing of the 'Operation Ceasefire' announcement couldn't be better. Tulsa has been caught in the middle of a gang war that's meant a shooting or murder every few days since March 28th, including one Sunday night near 1200 North Denver.
Someone in a Jeep fired nine times at Gary Payne and Andre Wright walking along North Denver. Both victims will live, but others haven't been so lucky, 10 people have been murdered in the past couple of months.
Detectives believe there's an internal fight going on between the Hoover Crips and the Neighborhood 107 Crips and even though they don't know the exact motives, gangs always have plenty to fight over.
Tulsa County Sheriff’s Office Captain George Haralson, "Establish territory, marketing rights, quantity and quality of deals and there's always the grudge factor."
