The Oklahoma Corporation Commission says telephone companies strapped for cash have cut so deeply that service to customers is suffering.

It recently issued a 226-count contempt citation to SBC Oklahoma. It cites the company for noise and static on phone lines, failure to maintain minimum voice quality and loss of service during rain.

SBC says it's addressed most of the counts and a survey shows a drop in the rate of customer complaints over the past year.
