Did Oklahoma voters really mean it when they approved tough penalties for cockfighting in November?

That's the question state lawmakers are scheduled to discuss this week. Democrat Senator Frank Shurden has filed a bill asking for a statewide election to reduce penalties for cockfighting from a felony to a misdemeanor.

Opponents say the bill second-guesses a vote of the people.
