(TULSA) - A man accused of severing his roommate's head is incompetent to be prosecuted for murder, a court-appointed psychologist says.
The evaluation will delay criminal proceedings for Billy Ralph Baldwin, 22. Prosecutors could seek a second opinion.
Baldwin is charged with first-degree murder in the stabbing of Anthony Paul Brooks on Oct. 11 - which was Brooks' 20th birthday.
Police found Brooks' severed head in Baldwin's pickup truck Oct. 22 - three days after Baldwin was arrested.
After two days of searching, investigators found other dismembered remains Oct. 24 in a Kay County recreation area restroom.
A mental competency evaluation was requested by Baldwin's defense attorneys during a preliminary hearing Dec. 17.
