Manslaughter charges will be filed next week against a Tulsa teen after he drove a car into Keystone Lake killing two people.

15-year-old Matthew Shaffer drove into the lake near Sand Springs last month. 39-year-old Leroy Sanders and 35-year-old Shonda Stewart died. Shaffer told a nearby resident his passengers had been teaching him how to drive and they were too drunk to take the wheel.

The teen had also apparently been drinking.
