A special and emotional groundbreaking was held Tuesday afternoon in Oklahoma City. It marked the beginning construction of a three-and-a-half story structure to replace the Alfred P-Murrah Federal Building in Oklahoma City.

The new facility will be just north of where the Murrah Building stood before it was bombed in 1995.
