The city of Tulsa is facing a $10-million budget shortfall.

Mayor Susan Savage began meeting with department heads Monday asking for input. She wants to know where cutbacks could be made that would least affect residents.

The terrorist attacks are partly to blame, but a slowing economy was already starting to have a negative impact on the city prior to September 11th.
