Oklahoma's three horse racing tracks say they must have casino-style gambling to survive.
Remington Park in Oklahoma City is threatening to shut down after its plan to end quarter horse racing was denied.
Fair Meadows in Tulsa and Blue Ribbon Downs in Sallisaw say they're struggling as well.
Officials say the tracks can't compete with Oklahoma's tribal casinos.
