Bartlesville has spent about 40-thousand dollars to encourage improvements in its downtown. The money's being used to create a plan with incentives to renovate older buildings and create more apartments. Plans were developed after Phillips Petroleum announced it would merge with Conoco and move its headquarters to Houston.
