Tulsa Police arrested a man Thursday suspected of sexually abusing a 15-year-old boy under his foster care. 37 year old Frederick Keaton Duggan was taken into custody Thursday afternoon by sex crimes detectives. Duggan was arrested on two counts of sexual abuse to a minor. Police say Duggan has served as guardian for other children and that there may be other possible victims. Police detectives are urging anyone who had children in the care of Frederick Keaton Duggan to call them at 669-6501.
