The carbon monoxide from an idling car causes a build-up of the poisonous gas in the atmosphere and is measured by the Environmental Protection Agency. The measurements are similar to ozone measurements taken by the E-P-A during summer months to ensure compliance with the federal Clean Air Act.
Jerry Church with the Association of Central Oklahoma Governments says violations could cost the region more than $43 million in compliance measures.
The measures include gasoline price increases of up to eight cents per gallon and a mandatory vehicle inspection and maintenance program. There could also be restraints placed on highway and economic development.
