(Wagoner-AP) -- The Wagoner County Election Board secretary has resigned so he can run for his old job as a county commissioner. Larry Hall filed yesterday to run for the commissioner's seat. He will face Commissioner Mike Cooper in the August Democratic primary. Cooper defeated Hall four years ago. He was a commissioner for ten years before losing to Cooper.

Cooper has little to say about Hall's campaign. Hall and several members of his family have filed a federal $71.4 million civil rights lawsuit against sheriff's deputies. They allege they were the victims of excessive force, false arrest and false imprisonment. The lawsuit stems from a 1999 brawl outside Hall's residence involving Hall, six family members, Wagoner County sheriff's deputies and Oklahoma Highway Patrol troopers.
