(Tulsa-AP) -- Higher education in Tulsa is the big winner in the Republican bond money lottery. Governor Frank Keating today signed an executive order providing that $13,000,000 of the Republicans' $52,000,000 share of capital improvement funds go for higher education in Tulsa.

About $7,900,000 of the Republican allocation will be used to help build a new technology building at Oklahoma State University at Tulsa. Nearly $30,000,000, or 60 percent, of the Republicans' share of the bond program will go toward higher education.

The Republicans' $52,000,000 is about one-third of the $157,000,000 capital bond program approved by the 2000 Legislature. House and Senate Democrats already divided up the rest of the money.
