BROKEN ARROW, Okla. (AP) -- An investigation of allegations of
obscene telephone calls led prosecutors to file a felony charge
against the former president of the Broken Arrow Board of
Education.

Edward C. Koepsel originally was named in a misdemeanor
complaint. He could face a $20,000 fine and up to 10 years in
prison if convicted.

Police allege Koepsel made repeated obscene telephone calls to
employees at a store in Eastland Mall. He was arrested Monday
shortly after the latest telephone call was made to the store.

Police allege Koepsel asked the woman who answered the telephone
whether she wanted to have sex with him and made lewd comments.

"We didn't feel it was just one isolated call," District
Attorney Tim Harris said Wednesday. "The nature of what was said
speaks for itself. In my mind, there's more to it than just
harassment."

The school board is to consider Koepsel's resignation Monday. He
had been board president the past two years.
