OKLAHOMA CITY (AP) _ Oklahoma City police arrest three men and cite several others for ticket violations outside of the Ford Center, where the NCAA basketball tournament is being held this weekend.

Captain Jeffrey Becker says 10 men were cited yesterday on allegations of ticket scalping and peddling or soliciting without a permit.

Police say one man was arrested after returning to the Ford Center and again selling tickets.

An Oklahoma City ordinance forbids ticket sellers from charging more than 50 cents above the price printed on the ticket.

Another ordinance requires anyone selling tickets in a public place to have a permit.

Becker says police aren't targeting people trying to unload one or two of their own tickets. He says their focus is people who operate as a business, offering several tickets and selling them for a profit.
