OKLAHOMA CITY (AP) -- Leo Winters, a colorful former state treasurer, has died after a long illness. He was 82.

Winters also served as lieutenant governor and state Election Board secretary.

A memorial service will be held March 19th at 2 PM at the Westminster Presbyterian Church in Oklahoma City.

As head of the election agency, Winters had a prominent role in an investigation of a voting scandal in Wagoner County that ended the career of a district judge and led to prison sentences for others convicted of forging ballots.

He was elected lieutenant governor in 1962. Winters was elected state treasurer in 1966 on a pledge to collect more interest on idle state funds.
