An Oklahoma rancher faces arraignment Friday on 18 counts of animal neglect. 40 dead cows were found on Joseph Flusche's property in Muskogee County.

A veterinarian's report says many of the cattle were hurt or in poor health. The charges are related to living cattle found on the ranch and their treatment.

Flushe surrendered to authorities earlier in the week and is freed on $5,000 bond.
