The Tulsa city council has approved Mayor Kathy Taylor's deal with Tulsa County to delay the annexation of the Tulsa County Fairgrounds. Under the deal, the annexation will take place on January 1, 2009.

The deal also gives the Arabian horse show a rebate for the increase in taxes. It also asks Tulsa County to pay for Tulsa city services, like fire protection.
