OKLAHOMA CITY (AP) -- A civil rights group says it will circulate an initiative petition in Oklahoma to prohibit governments from hiring people based on race or gender.

Ward Connerly of the American Civil Rights Institute says Oklahoma is one of five states the group where the group is trying to get the measure on the ballot.

It would prohibit governments from discriminating against or giving preferential treatment to anyone on the basis of race, sex, color, ethnicity or national origin.

Connerly says the petition drive will begin in either July or August.
