A north Tulsa standoff ended with an arrest Saturday night. Nineteen-year-old Rico Starks surrendered to police shortly after 11 p.m. The standoff lasted about four-and-a-half hours at an apartment complex at the 2200 block of North Hartford. Starks is suspected of killing 18-year-old Mark Jordan. He's wanted for shooting with intent to kill and second-degree murder. He has been booked into Tulsa County Jail.

Officers also had to deal with the crowd that gathered outside the complex. A shot was fired at officers from the crowd, and police cars were attacked. Reinforcements were called in to get the mob under control.
