CAPITOL HILL (AP) -- Opinions about a resolution that would call for President Bush to withdraw combat troops by the end of next March have been flying on Capitol Hill.

Democratic Senate Majority Leader Harry Reid says the resolution is a reflection of a message that voters sent to the president on Election Day, when Democrats won a majority in Congress.

But it took until today for debate to begin on the Iraq war because Republicans had been seeking assurances that a debate on the war would include consideration of various Republican proposals.

Senate Minority Leader Mitch McConnell says the Democratic resolution is a "clear statement of retreat."

Most Republicans oppose the Democratic bill. and it is expected to eventually fall short of the 60 votes it will need to pass.
