A California judge has rejected a plan to transfer California prison inmates to Oklahoma and other states to relieve overcrowding.
California governor Arnold Schwarzenegger invoked emergency powers in October when he ordered thousands of inmates to private prisons in other states.
Two employee unions filed lawsuits, claiming the order violates state law, and a judge agreed. California’s 33 state prisons were designed for about 100,000 inmates. They now hold more than 174,000 inmates.
The state has until June to reduce overcrowding.
