OKLAHOMA CITY (AP) _ A state lawmaker says in a letter to Governor Henry that Oklahoma's lottery vendor should be fined for failing to meet the terms of its contract.

Republican state Representative Randy Terrill says Scientific Games should be fined 200-dollars a day for each store that wasn't able to sell tickets when the lottery began last Wednesday. Terrill says he's heard of numerous stores that either didn't get tickets or were given faulty equipment.

But the co-owner of one store Terrill mentions in his letter says neither Scientific Games nor the Lottery Commission is to blame for a late start in selling tickets at her store. Gloria Ullah says she didn't go through mandatory training to sell lottery tickets until the morning of October 12th, the first day of ticket sales.

Ullah says when she returned to her store in north Oklahoma City after the training, a delivery truck arrived with tickets for her to sell.
