LEXINGTON, Okla. (AP) -- The state Pardon and Parole Board is recommending parole for three convicts, including a convicted killer.
The board is recommending parole for Earl Cooper, who is serving life for the 1972 shooting deaths of his wife and mother-in-law. Cooper's daughter witnessed the shooting.
A parole investigator recommended Cooper be released based on good behavior.
The board is also recommending parole for Tulsa County rapist Keith Miller and for Kenneth Conner. Conner was convicted of shooting and robbing two prostitutes in Oklahoma County.
The recommendations now go to the governor.
