A man accused of looking up young girls' skirts inside a Tulsa store faces 25 years in prison.
News on 6 crime reporter Lori Fullbright says the video shows David Heard in the children's section of a Tulsa store in June. Tulsa Police say he's crouching or bending over so he can look up the dresses of little girls, in shopping carts on the next aisle.
In a letter of confession, Heard admitted he was doing this for sexual gratification. He even said, he was grooming his victims, but didn't think it was wrong, because they couldn't see him. The parents did see him and told police.
Tulsa Child Crisis Unit Sgt. Whitney Allen: "Anytime you have a feeling that something just isn't right, and we teach this in all situations, go with it. Parents did the right thing because by reporting it, we could find out who he was and get him charged with his acts."
Heard was charged with lewd molestation. The law says you don't have to touch a child, but even if you look at them in a lewd way, its considered molestation. Records show Heard got out of prison in 2004 after serving four years of a 10 year prison term for making a lewd proposal to a child and taking a child to an abandoned house for immoral purposes.
Heard also received a 10 year sentence in South Carolina in 1988 for sexual misconduct with a child. That's why he's expected to get a 25-year term this time.
Sgt. Whitney Allen: "It was everyone's belief who was involved in this case that he was escalating, that next time he would do more than look. So, we are pleased with this sentence and are glad that he won't be out for a long time, because we do believe he's a threat to children."
Heard is expected to enter his plea Friday receive his 25 year prison sentence. The law requires he serve 85 percent of that.
