OKLAHOMA CITY (AP) -- A newspaper is reporting that state Representative Mike Mass earmarked nearly $700,000 in state money to a McAlester dog food plant run by a businessman Mass formerly worked for as a paid consultant.
The Oklahoman reported Mass indicated a 2003 payment in his recent bankruptcy filing from American Project Development, a company started by Pittsburg County entrepreneur Steve Phipps. The payment amount was not disclosed on the filing, and a woman who formed American Project Development with Phipps did not know who would have paid Mass.
Danita Francis -- who manages Phipps' abstract company in Stillwater -- says Mass was a consultant for American Project Development in 2003, after his failed bid for the 2nd Congressional District seat. Francis said Mass used his contacts to set up meetings with state agriculture officials and Gov. Brad Henry, but the company got no contracts.
