NORMAN, Okla. (AP) _ An investigative report on the May 2nd death of a Cleveland County jail inmate shows jailers didn't have access to working medical equipment and failed to follow proper procedures.
A state jail inspector documented nine deficiencies at the Cleveland County Detention Center after the death of prisoner Kenneth Wayne Ginn.
The deficiencies were noted in an Oklahoma State Department of Health report, which was obtained by The Norman Transcript under the state's Open Records Act.
Among the deficiencies noted in the report were that jailers failed to check on Ginn for three hours after he was booked into the facility; a defibrillator was not working; and a jailer was unable to locate a CPR mask during attempts to revive Ginn.
A sheriff's department spokesman declined to comment on the report, saying the Oklahoma State Bureau of Investigation has not completed its investigation into Ginn's death.
