A man who's been booked into jail 20 times in the past 14 years, is now in jail for the 21st time, accused of rape.
Tulsa Police arrested Toshio Cooper after a woman said Cooper held a knife to her throat, threatened to kill her, then raped her near 19th and Riverside late Wednesday night.
The arrest report said the victim was walking along the trail when Cooper held a knife to her throat and said if she didn't do as he said, he'd kill her.
The victim told police she fell and hit her head and when she came to, Cooper was raping her.
Cooper told police he and the woman were hanging out beforehand and the sex was consensual.
Sergeant Brandon Davis with the Tulsa Police Downtown Impact Unit said investigating sex crimes in the homeless community can be challenging.
"Sometimes they don't have a contact number that we can reach them at. We can't get ahold of them we can't find them, that's a problem,” said Sgt. Davis. “The other problem is they don't have a whole lot of faith on what is going on with our system."
Other homeless sex crimes in downtown in past months include, Sarah Presley, who was arrested in February, accused of molesting a child at the Salvation Army, plus four men accused of exposing themselves in public.

Sgt. Davis said they take all sex offenses serious.
“Sometimes people who commit these crimes, especially if it is a repeated offense, sometimes they can escalate to victimizing another person, sexual assault type of crime or something like that."
Records show Toshio Cooper has been in and out of prison since 2006 for stealing, drugs and burglary.
He was last released from prison a year ago.
