Tulsa Health Department's Dr. Dart answered questions about Halloween.
Dr. Dart said the health department is not, and can not, cancel Halloween.
Dr. Dart offered tips on how to enjoy Halloween during the COVID-19 pandemic.
He also stated that the this is an opportunity for some fun while following the three Ws: wearing a mask, watching our distance, and washing our hands.
