The pardon and parole board will decide if the next death row inmate scheduled to die will still face execution or a lesser sentence. 

The clemency hearing for Julius Jones starts at 9:30 Monday morning. He’s convicted of murdering Edmond father Paul Howell in 1999. 

Both prosecutors and the Howell family believe jury had the right verdict nearly 20 years ago and that Julius Jones is one who pulled the trigger, killing Paul Howell. 

The state has previously highlighted Jones' criminal past and inconsistent alibi as evidence of his guilt. 

Paul Howell's sister Megan Howell Tobey says she is confident Jones is guilty, because she witnessed the murder and testified against Jones at the death penalty trial. 

"When you feel so safe one minute and happy, then the next minute it's total devastation. you can't trust again," said Howell Tobey. 

Investigators say Howell's murder happened during a carjacking in 1999 after he took his sister and two daughters to Braum's after shopping for school supplies. 

Jones was arrested for Howells murder that same year, he was convicted of first-degree murder and sentenced to death in 2002. 

Jones is scheduled for execution on November 18th if clemency is denied.
