A Broken Arrow woman is out of jail on bond after Tulsa Police said she stabbed four people on Sunday.
Tulsa police said during a private birthday party at The GOAT, Savannah Talley started a fight by pouring a drink on a woman and hitting her with a bottle. The bar said its security team took Talley outside, where police said she stabbed four people.
"One of them was an off-duty police officer from an agency outside of Tulsa. And that person was stabbed in the back a couple of times,” Captain Richard Meulenberg said.
TPD is not releasing which department the off-duty officer works for.
Muhlenberg said the officer and the three other victims are all expected to be OK. Police said two of the victims are not cooperating with the investigation.
Tulsa Police said Talley used her own knife that she brought to the bar. Officers said they are trying to figure out if Talley knew any of the victims, or if they were stabbed randomly.
In a statement, the GOAT management team said its security team and off-duty police officers "did a great job removing her from the property, but unfortunately, she continued to hang around... One of our off-duty officers was attending to the altercation she was involved in when he was slashed by the woman a few times with the knife."
The statement goes on to say the GOAT management team is frustrated with a "lack of police patrol in the East Village," saying, "...on our edge of downtown there is no coverage unless we make a 911 call. Due to this, we started retaining off-duty police officers in addition to security to make sure our guests are safe during the late night hours, but there is only so much we can do and we can't control what people are doing outside and in the parking lots."
Meulenberg said TPD officers patrol all of downtown and everyone is treated the same. He points to the department's call records over the last year.
“We've responded at least 15 times over the last year for fights, disturbances with weapons, for robberies, for all sorts of different things at that specific location. So we have responded there quite a bit. And we do patrol quite a bit,” he said.
Talley was arrested for Assault With a Deadly Weapon Upon Law Officers and Assault and Battery with a Deadly Weapon.

“The woman arrested was escorted out of the bar after causing an altercation inside. Our security team and off-duty police officers did a great job removing her from the property, but unfortunately, she continued to hang around outside the property causing more issues. One of our off-duty officers was attending to the altercation she was involved in when he was slashed by the woman a few times with a knife.
One thing we have been frustrated with as a business is the lack of police patrol in East Village. If you go over to Elgin and to the west of Elgin you see police cars all over on the weekends, but on our edge of downtown, there is no coverage unless we make a 911 call. Due to this, we started retaining off-duty police officers in addition to security to make sure our guests are safe during the late night hours, but there is only so much we can do and we can't control what people are doing outside and in the parking lots. Fortunately, the off-duty officer that was injured is recovering and didn't have any life-threatening injuries.”
Police have released the name of the woman accused of stabbing a security guard and several other people at a downtown bar in Tulsa.
The suspect, Savannah Talley, is accused of Assault With a Deadly Weapon on a Police Officer and Assault and Battery with a Deadly Weapon, police said.
The incident happened around 1:30 a.m. at The Goat Bar and Kitchen on Sunday, January 28, according to police.
The bar was hosting a private birthday party when a fight broke out, police said.
Talley started the fight after pouring a drink on another female and assaulting her with a bottle, according to police.
Talley then cut and stabbed multiple people with a knife, police said. When a security guard stepped in, Talley stabbed him as well, police said.
Police said everyone is expected to survive.
