Tulsa Police Claim Man Recording Station Violated Stalking Laws

A video of a confrontation between a Tulsa police officer and a man shooting video of the police department is getting a lot of attention on social media.

The man claims he has a right to record them but police say he recorded the station at least three times and that it's stalking.

Kyle Hogan was standing on public ground outside the Mingo Valley Division Tuesday, recording.

During a recorded interaction with police, Hogan is handed a paper saying he is violating state stalking laws.

Hogan tells police that he's not a threat but admits to filming the Mingo Valley Division more than once.

Police: "This is the second time we've had you filming our building.”
Hogan: "Actually it's the third."

Police said it's the frequency that is raising alarm.

"He is filming officers coming and going from the division, their wives going to and from work, and things of that nature, and it's very, very, very unusual and very concerning," Sergeant Shane Tuell said.

Police said in the current environment - after police ambushes in other states - this type of behavior looks like a threat.

"There are individuals within our own Tulsa area that have made threats against Tulsa police officers. They have posted pictures and video of officers being killed or hurt and saying that needs to happen around here, and things like that," Tuell said.

Police said they won't stop people from recording interactions but said this incident is about safety.

"We're not trying to say we're going to strip that liberty from you, we want to help you protect that liberty, but there is a fine line when it becomes concerning," said Tuell.

Hogan told us he knew he’d be approached for recording but said he didn’t think it would go that far.

“Whenever I came out here and was videotaping the building I knew that I would probably be approached but I didn't think it would get to the point that it got to,” he said. "It's not that I don't like police, I don't like the way they approach certain situations. I have the utmost respect for police officers when they're very respectful to the American citizens, as they should be.”

Hogan has not been arrested or charged with any crime.
