Tulsa police arrested Brennan Lovett Friday evening after they say he shot at two people just before noon.
Officers say when they arrested Lovett, he admitted to the shooting, as well as the 2013 murder of 48-year-old Wayne Bell.
Bell was found dead in his driveway in the 4500 block of East Young Court in 2013. Investigators said Bell was shot while he was taking trash out to the curb.

Lovett confessed to six additional shootings that had occurred over the past year, including one in the Woodland Hills Mall parking lot.

Officers say Lovett admitted walking up to a man and shooting him in the neck. A passerby found the victim sitting in a car, with his children, who were not hurt.
The other shootings including a shooting at the Seminole Apartments two days later, a shooting in September of 2015 near 3rd and Utica, and a drive-by shooting near Wilson's Barbeque on Apache in November of that year.
Police reports say Lovett told officers that in every shooting, he had intended to kill the victims.
In February of 2007, Lovett was convicted of eluding a police officer, resisting arrest, possession of marijuana with intent to distribute, possession of paraphernalia, driving without insurance and driving without a seatbelt.
