Tulsa County Sheriff Releases Video Of Inmate Throwing Chair

Jail videos released by the Tulsa County Sheriff's Office show an inmate assaulting several detention officers.

David Fulps faces three counts of assault and battery as a result, but his attorney says it's not the whole story.

Two months ago, Fulps broke his neck, back, pelvis and a rib during his time at the Tulsa County Jail.

Thursday, the sheriff's office released two videos of him as a result of a lawsuit filed by our partners, The Frontier.

The footage released, however, does not show those injuries. Instead, it shows Fulps pick up a chair and sling it at a detention officer. He then climbs across the desk, trying to grab him.

The second video released shows Fulps being carried by five detention officers, attempting to bite one of them.

But Dan Smolen, Fulps' attorney, said the clips only tell one side of the story.

"By releasing the videos they released, clearly that was their attempt - to say, 'Look how violent he was,' and, 'Look, here he is biting an officer,'" Smolen said.

He and Fulps' family said Fulps was deemed mentally disabled over a decade ago. They claim the Tulsa County Jail deprived him of his medication, which led to his injuries.

The sheriff's office said Fulps hurt himself in two incidents - they say, on one occasion, Fulps jumped from a sink to the bed. One another, they say Fulps fought with a deputy, while handcuffed, and fell down a flight of stairs.

Neither of those injuries is shown in the videos released Thursday afternoon, even though The Frontier's lawsuit calls for footage and witness statements of Fulps' injuries to be released.

"Back up your story,” Smolen said. “Release the witness statements that took place, release all the video."

The Tulsa County Sheriff's Office says that video was not released because there is no video of those incidents.

A jail investigation also cleared the jail staff of any wrongdoing in May.

Sheriff Vic Regalado said, "It's an incident that happened, unfortunately. As far as we can tell, from the investigative process, there was nothing done wrong by the DOs or the supervisory staff during this incident."

After Fulps was released from the hospital, police arrested him in Bartlesville for driving a stolen truck and leading them on a chase. His mother said he was just trying to get away, fearing he'd be taken back to Tulsa County Jail.

He's now at the Washington County Jail.
