Deputies Make Fourth Arrested In Counterfeiting, Identity Theft Case

Tulsa County Sheriff's deputies made a fourth arrest in a counterfeiting and identity theft case involving thousands of fake documents.

The sheriff's office said it will begin notifying victims as they sort through what they've found, which includes the raw material of more than 1,000 stolen I.D.'s.

The arrest of Wisam Hibri is the latest, but not the last arrest expected in a case that could have more than 1,000 victims.

“I believe there will be more coming,” said Deputy Justin Green. “Our detectives are still working on it, but yes, I think there will be more coming.”

A stack of papers lists the hundreds of charges against Hibri; deputies said he had the makings of thousands of fake I.D.'s and counterfeit checks.

Green said, "We found a box containing a large number of documents from the Department of Justice that had people’s names, social and other identifying characteristics on them, stolen mail. So there are a lot of things that reference other people's identity they were using to make checks and I.D. cards."

State records show Hibri has been in and out of prison four times since 2001, with two deferred and suspended sentences besides that. The cases involved fraud, forgery and drugs.

Now he's facing new identity theft charges involving a still uncertain number of victims.

"He had a little office set up there, inside the residence, with a lot of equipment - copiers, scanners and laminating machines so he could make his own drivers licenses," Green said.

Deputies got a break with the arrest of Nicholas Russell and Courtney Chadwick, which led them to arrest Frank Seigler the next day and Wisam Hibri Monday night.

Detectives said the cases are all part of one I.D. theft and forgery operation, and they believe they'll track down more people involved.

The four suspects arrested so far are all still in jail.

The sheriff's office is encouraging people who have been victims of I.D. theft to call it in; that's how the big case started, with a single report from a single victim.
