According to police, Rodriguez was driving his vehicle on Xyler near North New Haven on October 5 when he was confronted by two people and shot.
Rodriguez was taken to the hospital where he later died.
Sergeant Dave Walker said police identified Barnes as a suspect after talking to witnesses. They questioned the teen and released him, but gathered enough evidence to take him into custody.
Walker said they found evidence that led them to believe Barnes and another juvenile were going to burglarize Rodriguez's home. He said Barnes and the other juvenile ran from the area, but Rodriguez chased them in his car and caught up with them at New Haven and Oswego.
Barnes was arraigned Friday. A preliminary hearing is scheduled for December 3, 2015.
