Agreement Reached In Tulsa Jail Contract Negotiations

A negotiating team has come to an agreement of a 31 percent increase in the rate of pay for city inmates booked into David L. Moss.

According to a news release, the City of Tulsa would be charged $59 per municipal inmate, per day – the previous rate was $45.

The new rate would be tied to the federal rate charged by the U.S. Marshals, the report says.

The rate requires approval from the Tulsa County Criminal Justice Authority, the Tulsa City Council and the Board of County Commissioners.

Other terms of the agreement include the way the prisoner daily count is calculated. The release says the City would pay a full day regardless of the time of day an inmate is booked into or released from jail.

“The negotiating team worked hard to find the common ground, and while I am sure neither side believes this plan is perfect, it is something I can live with and support,” said Tulsa Count Commissioner Ron Peters.

The agreement comes after Mayor Dewey Bartlett requested a financial audit of the jail operations and said the agreement would be subject to revisions based on the audit.

The agreement would run through June 30, 2015. It is recommended the agreement would be retroactive to November 1, 2014, according to the release. That's when the jail contract expired.
