Tulsa Man Arrested Again For Choking Woman

A Tulsa man is arrested for choking a woman - again - and running from police. Police were called to an apartment in the 1600 block of East Ute Street just after 4 a.m. Sunday.

When they got to the apartment door, they could hear a man yelling. When they knocked on the door, a woman answered and said, "Get him. He's trying to kill me; he's trying to kill me."

Police say Jeffery Payne ran out the back door of the apartment. Officers chased him through the parking lot where he hid under a car.

They finally caught when he tried to run a second time.

Police found scratches on the victim's neck.

Court records show Payne, 26, has pleaded guilty to another domestic assault and strangulation charge in the past.
