UNDATED -- A new national study shows Oklahoma ranks second among all states in the number of people who are incarcerated. Louisiana ranks first.
Senate President Glen Coffee says the study does not acknowledge recent progress the state has made. Coffee says incarceration rates fell last year.
Lawmakers have also invested heavily in drug courts to keep drug offenders out of prison.
