ODOT formally began the process of kicking a Muskogee road contractor out of its bidding process. ODOT began presenting its case Wednesday against George Paul Glover and his company, Glover Construction. It's called a debarment hearing.
At the hearing in Oklahoma on Wednesday, each side argues its case before a neutral attorney. Some of Wednesday’s testimony centered on a stretch of U.S. Highway 64 in the town of Warner, which started falling apart before Glover was finished paving it. The Department of Transportation says it can prove Glover used substandard gravel from his own quarry. One of its engineers compared receipts from the quarry ODOT says Glover should have used.
"Invoices, haul statements and truck tickets, to investigate if there were enough, if there was enough tonnage bought to perform the job," said ODOT engineer Danny Geirhart.
ODOT says another reason Glover shouldn't be allowed to bid on its projects is because he pleaded no contest to charges of conspiracy to defraud the state and intimidating a grand jury witness.
ODOT expects the hearing to last through Friday. The hearing officer should issue a ruling in about a month.
