The National Transportation Safety Board report is out on a deadly plane crash on Grand Lake last year. The board blames the cause of the accident on engine failure, and the pilot's decision to put the landing gear down while making a water landing.

Three people, 15-year-old Mariano Carlos of Pryor, 20-year-old Eduardo Ortiz Robles of Mexico, and 33-year-old Campos Gonzalez of Mexico, died when they drowned after the crash. Brent Caldwell, the unlicensed pilot, was not seriously hurt.

The NTSB also suggests alcohol may have played a role in the crash.

With the new evidence, the state plans to file new manslaughter charges against Caldwell. Charges were originally filed against him, but a judge later dropped them because of a lack of evidence.
