The city of Tulsa has settled a federal lawsuit filed by a Tahlequah man who claimed the city's noise ordinance violated his First Amendment right.

Tulsa will pay Gary Bowman $60,000. Bowman filed the lawsuit May 2002.

He claimed police threatened to arrest him for disturbing the peace when he used a karaoke machine in an anti-abortion presentation in a public area in 2001.
