A protestor caused quite a traffic tie-up Friday morning in Tulsa. Former mayoral candidate Paul Tay was on the side of the Broken Arrow Expressway near Yale during rush hour.

He had a bicycle, flags and several signs, but it's unclear what exactly he's protesting. Tulsa Police say Tay didn't appear to be breaking any laws, so they didn't take any action.

Tay was arrested earlier this year in Oklahoma City during a protest there.
