Sand Springs is using more than two (m) million dollars in city and federal funds to buy and destroy 30 homes in a subdivision prone to flooding. Four homeowners in the Meadow Valley subdivision have already agreed to voluntary buyouts. The subdivision that has flooded five times in the past 30 years.
