Tulsa city council candidate arrested during state Capitol rally is charged

(Oklahoma City-AP) -- A Tulsa man arrested during a rally at the state Capitol last week is now charged with three misdemeanors.
Paul Tay is charged with outraging public decency, assault on a police officer and obstructing an officer.
A court document says Tay had a swastika on his left arm, an upside-down US flag on his right shoulder. The document also says he was wearing a camouflage bicycle helmet and large goggles in an effort to conceal his identity.
