Tulsa Police are trying to figure out who taped an envelope containing white powder and a note to the door of a Jehovah Witness building in Tulsa and why.

Police were called to the building at 4733 South Vancouver Monday morning when someone found the envelope. It contained a threatening note and a powdery substance.

Hazmat crews tested the powder and say it tested negative for anything lethal. The envelope has been sent to the Tulsa City-County Health Department for more testing.
