A toddler who fell from the second floor of Tulsaâ€™s Promenade Mall has been upgraded to fair condition.

18-month-old Preston Higginbotham fell through the railing at the mall last week. Witnesses say he was looking through the railing, and then fell 15 feet to the concrete floor below, hitting his head.
