OKLAHOMA CITY (AP) _ A three-month investigation has netted the arrests of two woman in what police are calling the largest prostitution ring in Oklahoma City history.

The Oklahoma County district attorney's office on Dec. 26 filed one charge of pandering against Janet Katherine Brown, 51. She was arrested Friday at her Ardmore home by a Carter County multi-agency task force and later taken to the Oklahoma County jail.

Authorities believe Brown operated 16 escort agencies that procured prostitutes and provided them to thousands of people in the Oklahoma City area.

Brown could have made about $250,000 in the past two years, officials said.

Police seized Brown's client list during a search of her home, court records show. The list contains about 10,000 entries _ including names, addresses, telephone numbers, dollar amounts and the percentage Brown would receive.

Also seized during the search were an employee list, receipts indicating payments for advertising and information linking her to eight unnamed escort services, authorities said.

Court records show Brown has been linked to eight escort services: Baywatch Babes, Afterhours Fantasies, Asian Delights, A Midnight Fantasy, Absolute Angels, Daytime Dolls, Calendar Girls and Miss Kittycat.

``The vast majority of these escort services were in Oklahoma City, not in Ardmore _ 99.9 percent of these activities were occurring in the metropolitan Oklahoma City area,'' Maj. Johnny Kuhlman said.

Another woman was arrested Oct. 11 on a similar complaint.

Police believe Laura Dawn Webb, 46, was operating three other escort services _ Hunter's Paradise, Dreaming of 30 and Up, and Tanned Hard Bodies _ out of her Midwest City home. Authorities believe Webb also may be involved in Brown's operation.

The investigation began when vice detectives targeted one of Webb's escort services, Kuhlman said.

``It initiated with one case, one arrest, and then it just kind of snowballed from there,'' he said. ``They arrested a prostitute, and she gave information that led to another escort service, which led to another and another and eventually to the organizers.''

Kuhlman said vice detectives are trying to identify some of the prostitutes mentioned in the records.

The client list, which has not been released to the media, could be used as evidence to show the operation's magnitude if the case goes to trial, he said.
