TULSA, Okla. (AP) _ An anonymous tip led police to a Tulsa man they allege drove a car involved in a deadly, drunken road rage incident.

Officers arrested Edwin Doctor, 23, on a complaint of first-degree manslaughter Monday afternoon. Investigators believe Doctor drove a car into Kimberly Lowe, 21, who died Saturday.

The anonymous tip police received led them to the car believed to have been involved in the incident. After finding the vehicle, investigators said they learned that Doctor may have been driving it during the 4 a.m. incident on Saturday.

``Basically we had two carloads of drunk people that became involved in road rage,'' Officer Lucky Lamons, a Tulsa police spokesman, said. ``They were yelling at each other and throwing things out their windows at each other.''

The motivation for the disturbance was unknown, Lamons said.

At a parking lot in the 6700 block of East Archer Street, Lowe and her friends got out of their car and were walking across a parking lot, according to a police report.

Police allege that Doctor then ``deliberately'' drove his car into Lowe, inflicting wounds that resulted in her death.

A man who was riding in a car with Lowe told police that the men in the other car had called them ``Arabs'' and told them to ``go back to their country.''

Upon further investigation, police concluded that the incident was not racially motivated. The man and Lowe are American Indians.

Doctor was charged in Tulsa County District Court with driving while under the influence of intoxicating liquor on July 7, records show. In 1998, he was convicted of attempted larceny of an automobile.

Another man who was riding with Doctor was not arrested in connection with the death.

The district attorney has not filed charges.
