A consumer advocate says many eligible Oklahomans aren't using a program that offers telephone service to the needy for one dollar a month.
Wanda DeBruler says the Enhanced Lifeline program is available in all of Oklahoma except for 13 counties on the state's western edge. DeBruler says applicants must already be receiving state or federal assistance to qualify. She says anyone interested can call their local telephone company.
Jeff Wallace of the Oklahoma Department of Commerce says the percentage of Oklahomans without phone service has decreased by more than half since 1990. But Wallace says it may be hard to compare figures since the earlier census does not take cell phones into account.
